Adding/editing an administrator

The page is intended for editing and creating a new administrator of the current account (by another administrator).
The page is similar to the add new user page, except for the absense of level and restrictions choise, and the availability to choose informing options for system messages. Administrator access level cannot be changed. An account administrator can be removed from the account by another administrator of this account.
